Shipping Car Seat to China options

Hi, My brother and his wife will be traveling from China in May and they need a car seat for their daughter to ride in that meets US standards. The child is currently 27.5 lbs and 31.5 inches tall. They have been looking at getting the Graco milestone, but I am wondering if that is too wide for airplane seats?

I think it would fit, but it's a heavy seat. Are shipping costs based on weight?

I would think that shipping a Scenera NEXT, the lightest weight seat on the market (and really nice for the price) would be much cheaper, even if they would want to buy a Milestone after they get here.
