...if you saw a FF seat (I think it was a Roundabout) installed in a sedan in the parking lot at work without a top tether attached? The tether anchor was RIGHT THERE, so it wasn't like they would need to retrofit one or something.

Unless you're in Canada, no, I wouldn't. Only reason I would in Canada, is I could phrase it something like "don't want you to get a ticket for a quick fix" kind of thing. Otherwise it's gonna be tossed grumpily most likely.

No. It sounds like it's fairly safe, and probably legal. I'm in Canada where tethering is mandatory and I would say tethering of FF seats is about 10% here.

I only left notes twice. One was for a FF Alpha Omega on the lowest harness position, installed with LATCH (loose) through the RF belt path, no tether. The other was a 2-in-1 Eddie Bauer thing in harness mode installed by putting the seatbelt through the booster guides behind the harness (so they weren't using it as a booster with the harness left in), and the seatbelt looped around one of the armrests, presumably to "lock" the belt.

I wouldn't. Even though I know I've peeked in folks' cars to look at their carseats before too, I think most people operate under the assumption that their car is kind of like a house and that nobody is peeking in their windows at their messes or carseat misuses. I'd probably see it as an invasion of privacy and be so creeped out by the note that I wouldn't even be able to take the advice.

I know it bites to not be able to help that person out, but I don't think they would be able to accept the advice well.

Now, if you happen to run into them in person and are chatting with them at their car with the door open and you happen to notice the dangling tether strap and say, "You know, I know it's not my business, but did you know that hooking this strap to your car makes the seat a lot safer? It's nice that your tether anchors are so convenient, mine are a pain in the butt . . ." Then I think that would be okay.

For lack of top tether? No.

There may be some situations where I might feel compelled to leave a USAA booklet on the windshield, but it would have to be pretty serious over-the-top misuse. Like a center-installed seat using both outboard seat belts or something.
