It's extra stitching in the tether that rips out in a crash. That helps slow down deceleration and prevents too much energy from transferring into the kiddo.
Lots of cars have this system on their seatbelts...it's a little bit of webbing stitched in a loop, that will rip out in a crash, helping manage crash forces, and leave a little tag out that says 'replace this seatbelt' if it's been in a crash. If a Britax has been in a crash, you see the red stitching

for those who have them- does it look like the picture on page 25 of the latest manual?
I don't think I have it. My DOM is June 2007, but it doesn't look anything like that picture.
My late in the model year, 2006 Boulevard does NOT have it.
This interests me as well. I recently bought an Erin Marathon. I had it and my FPSVD both in the house to switch covers (Erin to FP - Allstar Tan to MA - shhhhhh ). The manual showed a picture of a big white sticker on the top back of the seat identifying the new energy absorbing tether. I had no sticker on my MA and the tether on the MA looked EXACTLY like the tether on the FPSVD .
