ISO FFS/Super cheap kids leggings for a halloween costume

My DS wants to be Phineas and Phineas wears shorts all the time. Looking for some leggings that could pass for skin tones under his shorts. Can be stained or have a hole - anything headed to goodwill as long as it will keep his legs warm for a night.

Preference for light peach/light pink/beige/cream colors. He wears a size 3T pant but I am willing to size up or down for this if someone has something that might work.
