Struggling- new seat or not?

Daughter is fitting in anything, but just weighed her at 31 lbs. I know I've read that those four lbs can be a while-she's 3 next month. Son is 10 months and very top tall (18 month onesies).
Our seats: blvd 65x2 (boy in those)
EFTA, RN 120 for daughter.

At what point is the weight limit too close, what weight would you stop using a seat rf with a 35 lb limit?( which all my seats have but RN) I'm thinking I would feel comfortable past 33 or so...

Would you flip her in a seat at that point or buy another since my son will likely need the height and rf wt limit to make it to 3? (and goal is 4).

If I did buy another, I'm thinking ca or pria. There Are so many new seats though, that combined with my husbands resistance is why I don't have a new one yet... Thoughts? Opinions? She's in both cars pretty equally.

Eta: all my/ our seats other than RN have 35 lb limit rf not all seats! :)

Most seats actually have 40 lbs rear facing weight limits and a RN is 40 or 45 depending on the model. And personally I go right up to it unless height is outgrown first. Personally I feel if my child is 39.5 lbs buck naked an extra pound or two from shoes and clothing is negligible and I would weigh daily until 40 lbs was hit exactly. Some people I'm sure are more conservative about it than me and would switch sooner.

Yeah, curious if I'm being overly cautious. I edited up above too. I did make it sound like all seats (on the market) but I meant our seats, other than RN have a 35 lb limit.

Part of me wants to not be wasteful, but another part is curious and wonders if it's just worth buying the seat now so it gets more use...

I'd place a scale by the front door and weigh her before you go out the door. :) That is just me though. I'd use the seat until she hit 35 lbs. The Britax Shells are pretty short. I'd try and rear face her as close to age 4 as possible, so I'd go with the Complete Air than the Pria as the CA doesn't have a base so you don't have to heave a child up. Also, the CA is more affordable. And the seat can always be passed down to your son, like you had said.

Thanks, this helps. Although she climbs in herself, I'm sure I don't have long till we start bumping the boy's head. She's close in the EFTA- maybe 2-3 inches but in the britax seems to have a bit more room, but she hasn't been in that seat in a couple of weeks. We do have the old one though, with the taller shell. I'm somewhat confident she's going to make it to 4 height wise.

I'll search for the ca though. Keep my eyes open for a good deal or next sale... Missed out at one of the targets near me.
