I don't recall ever seeing a fixed/sewn or a switchable latchplate yet, but I have seen the cinching latchplate on Dodge vans and in my IL's car that is a Dodge. I have noticed that Honda has sliding latchplates with ELR/ALR and the older vehicles have the locking latchplate in the middle (our '96 Accord has the locking latchplate).

I know i've seen more seatbelts on other vehicles but my mind just isn't think of what was in what

Our old Bonneville had sewn on latchplates - the lap belt was switchable and the shoulder belt was ELR. Not sure of the year - 96 maybe?

My boss's '91 or '92 Bonneville has sewn on latchplates, the shoulder belts are switchable. I do believe it was a GM thing.

GM has used them. Our old Caddy had them, the shoulder belts were ELR, but the lap belts were on switchable retractors. The front seat of my Suburban has them as well, again, for the passenger seat, the shoulder belt is ELR and the lap belt is switchable. The center second row is sewn on, it's an ALR lap belt.

Our '92 Chevy pickup has what I think you're calling sewn-on latchplates -- i.e. two separate belts connected to the latch plate, with the shoulder belt ELR only, and the lap belt switchable. So... another GM product, as others said.
