aftermarket pads for shoulder straps?

There is a NEW baby (born in May) in my class at work and he is in an infant carrier, and they have some of these aftermarket pads on his shoulder straps. They are SO long that they push his chest clip all the way down to where it is touching where the crotch buckle is.

Any advice on to what I could say to his dad? It freaks me out EVERY day when I see his dad put him in the seat like that, and I honestly think his parents don't know better. (Very sweet couple, and well educated people, but completely CLUELESS when it comes to kid stuff) Is there anything that could be reccomended in lieu of the shoulder straps? (I think they have them there kinda to support his head?) Maybe rolled up recieving blankets or something?

He is in a graco snugride, so I printed out the page from the manual that shows where the buckle needs to be and talks about the straps being tight. Again - any links to an article or pictures that show/talk about the chest clip being on theCHEST, rather than on the belly, crotch or neck? :)

Tell them that anything added to the carseat has not been crash tested with it and will void the warrenty. Also tell them that it is vital for the chest clip to remain at chest level for it to work properly in a crash.

Receiving blankets rolled up and placed on the sides of the head will work well.

Told the mommy today when she picked up baby, and she was SO sweet about it and placed baby in the seat and immediately took of the straps! Yay! (At least one thing went right for me today car-seat wise)
