4 point seatbelt to replace lap belt

Sorry for the double post...I put this in chat room, but I think this is the better place.

What do you all think of this?

I'd be replacing the lap belt in the middle of the 3rd row seat. 04 Kia Sedona.

I see that is says: "These 4 point belts should be floor mounted only". My seat belt attaches to the seat itself. I can easily get to the large bolts that attach the belt to the seat. It seems like it would be the same if it was mounted to the floor. Why wouldn't it be able to attach to the seat?
