Retrofitted tether and exact harness height?

Hi,
I just got a "new" car without a tether and I am wondering if we can retrofit it? It's a 97 Toyota Avalon.
Also, I work as a babysitter and noticed last weekend it seemed the 4 year old's harness was too low- when I asked the dad about it he said "we keep them right at the top of their shoulder blades". Is this incorrect for someone in a FF seat? I want to be absolutely sure before I bring it up again! Thanks!

Check the owner's manual for exact location of anchor points. The part number for the tether anchor kit is 73709-12010, and it sells for about $12. Labor costs vary.

The dad is confused. Harness straps for a front facing seat should be at or above the tops of the shoulders, not the shoulder blades. Having them too low could cause spinal compression during a crash.
