Spinoff of daycare transportation thread-- how would you interpret this?

After reading the thread about daycare transporation, I looked up Virginia's new law regarding child passenger safety.

Would you interpret this as daycares are exempt? Or are they not exempt since they generally don't use "regulation school buses?" (Some might, but most daycares do not).

I read it as daycares are not exempt. How do you all interpret it?

Yes, I'd say they're not exempt, unless they are using "regulation school buses". Our child care actually does use a regulation school bus, but then again, they also put the kids in carseats or, for kids over 40 lbs, seatbelts when they're on that bus.

We learned at my training last month that Idaho day cares can get their vans (I think they have to have at least four rows of seating to do this?) registered as "commercial vehicles," which makes them exempt. Apparently it's happening quite a lot. :(

It doesn't look like Virginia has an exemption for commercial vehicles, though? Just an exemption for classic cars. ;)

I read the link, does this mean that until 7/1, it's legal for kids to ride in the cargo area of the vehicle?

Effective July 1, 2007: Children can no longer ride unrestrained in the rear cargo area of vehicles.

I'm glad to know the correct info, but I'm sorry it's not 4'9" like it said in our local paper.
