Velcro on crotch strap?

DD has a GN in recline mode, and the crotch strap is constantly flipping back, so that I have to dig it out every single time she gets in.

Can I sew some velcro to the cover and glue it to the crotch strap, so that it will STAY PUT? Or would you recommend something else, like an elastic loop to put it in?

It is driving me crazy and if I didn't know better, I would put her in a booster for preschool pickup and drop off! (I'm not going to.)

I wouldn't sew anything to the crotch strap because I wouldn't risk breaking any of the threads of the webbing, but gluing something on and having the other piece sewn to the cover sounds like a good idea.
