Yes, that is the s/n version of Recaro's booster, with a support harness.

Can someone else confirm that this is the US version? I thought only their Euro seat was called the Monza?

Yes, it is special needs. For kids too big for a harness but who still need the positioning that a harness provides. The seat has a harness but then the seatbelt gets buckled over as a booster. The internal harness does the positioning but in a crash it's the seatbelt that does the restraining of the child.
