Radian infant/toddler support pillows

How the heck do these things fit on? I have the harness on the lowest level and the crotch buckle at the tightest and I can't get the toddler support to look decent in there. It just looks squished. Also, is it not supposed to velcro onto the seat? It seems strange for it to just hang out there... what if it shifts somehow?

I hated the insert for the "old" Radian. I'm not sure if the newer ones are the same, but I'm assuming so.
What age/size/weight is the child? If support is an issue, you can roll receiving blankets and tuck them around the child. Just be sure that nothing goes between the child and the seat itself.

She is 11 months and 20ish lbs. She has good neck control so I don't think she really needs it but it might be nice for trips if she sleeps.
