Recalled seat help

So, I am trying to help someone from my local parent's email group. She posted that their Safety 1st seats were recalled and they can't afford to replace them so are looking for hand-me-down seats for two toddlers. I see from the thread about the big recall in February that if it is the harness adjuster recall she can contact Dorel for the lube to "fix" them, but don't know what the protocol is if it is for a different issue.

Does the manufacturer have to (or will they) replace the seats for free?

She said she could return the seats to Costco (where they were purchased) but that the full refund for them won't cover the cost of replacement seats.

We live in a location with very limited shopping (and nowhere to drive for better options), we do have a Wal-mart but last I checked they didn't carry the Scenera in our store. And I have yet to get word of a local organization that provides assistance for obtaining carseats.

Any info about dealing with recalled seats, or other suggestions for how to help this mama keep her kids safe would be much appreciated.

If she doesn't feel safe continuing to use them, she should return them to costco and get something else. Although, if she is leary of the safety first fix, the scenera is made by the same company, so I don't know if she'd want the same brand.

If she can get a full refund (likely 80-100 per seat?), depending on the children's ages and if they'd be rearfacing or forward facing, and if dorel was out, I'd consider-

Evenflo Maestro- ffing only to 50 pounds- $80
Evenflo Tribute- rfing to 35, ffing to 40- $60

Technically, they don't have to be replaced. They can order the fix kit from Dorel. If they sent in their registration cards, they should have already received it. If they did not, she can look on the Cosco/Safety First website for the recall info and contact them OR look in the instruction manual for the phone number to call. It may even be on the seat. Dorel sent out fix kits, and after you apply it, you can use the seat again.

I can understand if she's uncomfortable using the seats again, but I'd feel more comfortable using the kit and the seats she has, rather than accepting hand me down seat that may not have been cared for properly. She can then save up for new seats if she doesn't want to use them any more than she has to.
