We drive a Suburban, and, while there are two seating locations that have lap belts and no headrests. Is there a way to retro-fit this vehicle?

What year is your suburban. There were only a few major upgrades in the last few years, but some additional minor ones like shoulder belts & headrests. This means that the seats from a slightly newer year Suburban will most likely fit into your vehicle easily. We did this last year with our 1991 GM truck, to add headrests to the back seat. I got the rear bench seat out of a 1994 from a wrecker for $150. It bolted right in. We already had shoulder belts so didn't have to change those. Good luck.
