Can someone explain to me what a non-locking (ELR) Vehicle belt is?

Also if a locking clip is needed, where can you get one?

Quoting from http://www.cpsafety.com/articles/lockincss.aspx:
"ELR – Emergency Locking Retractor: Allows the belt to be freely extended or rewound. It locks only when the vehicle slows, changes direction or stops suddenly."

Most stores like BRU and others that carry carseats also sell separate H-shaped metal locking clips. The locking clips also come with most non-Britax brand harnessed carseats and are usually stored in a notch or compartment on the back of the carseat's shell.

Some ELR belts have switchable retractors. You can sit in the seat but still lean forward, etc. It will only lock if the vehicle stops suddenly (or some belts also have the capability to lock if the passenger moves suddenly). But if you pull it all the way out as far as it will go - slowly - then slowly let it retract back in, then you'll notice that it locks into position. That means you have switched from ELR (emergency locking retractor) into ALR (automatic locking retractor) mode. :)

An ELR only freezes the seatbelt in an emergency situation. Most driver seats only have ELRs. Some passenger seats will have them, but just to figure out the difference, test your driver seat so you know what an ELR does. If you pull your seatbelt out quickly, it'll cause it to automatically lock up.

Most carseats come with locking clips for this situation. If yours doesn't you can pick them up at BRU or TRU if you need one :)
