Which FAA Department Oversees the Use of CRS on Planes?

Hi! I am about to write an e-mail to the FAA to complain about United Airlines' new policy of prohibiting the use of RFing carseats on their flights. Does anyone know which department would be responsible for policies in this area?

I think it is the Flight Standards service. On the FAA website, there is a genersl contact us link with both a phone number and an e-mail generation form.

If you don't want to send an e-mail via their e-mailer program, you could call the number to find out the official e-mail address and contact information.
