Is this ok? Seatbelt question

I'm trying to test to see if the locking mechanism on a vehicle seatbelt is messed up. Would it be ok to lock the belt and buckle it empty, then install a FF seat on top of it with LATCH. It would be similar to buckling the belt so a RF child can't get ahold of it, but with a FF seat.

See this thread for why I'd like to do this. http://www.car-seat.org/showthread.php?t=114944 In short, the seatbelt came unlocked when installed LBP on a Frontier. Not unbuckled, but the click click locking part released. I'd like to experiment to see if it will happen again.
