WWYD - Shield booster?

I came across this blog today and the whole thing is very sad to begin with...their 9 yr. old daughter has cancer.

But if you look at the slide show on the 2nd entry down, they have some family photos, and in one of them their toddler daughter is in a sheild booster!
(The older girl doesn't fit well in her seat belt either and BOTH girls are bundled to the max in heavy winter coats!)

I don't want to criticize them - due to their horrible circumstances, but
I would hate to think about them losing either daughter!

I guess you could send the mom a positive e-mail about how touched you were by her website and add, 'I happened to notice....'. Is the shield booster old enough to be expired? I didn't think they've made them for a while, maybe it was the older dd's and they don't realize they are not considered safe any more. If so it's easier to say it is too old (and they no longer make them due to safety issues) to be used. If it's possible it might not be expired , gently point out that they are not considered safe and why.
Maybe addressing that one issue only?
C.
