Does an insurance company in California need to pay for the carseats?

If the seat was in use, then it should be replaced according to the above statement, but not clear about if the seat was not in use. Might not replace though if you didn't have liability insurance.

Yes, California requires the replacement of any seat in a crash. The insurance adjuster is the one who has to deal with all the information. Sadly, we've been through this three times. Were the seats occupied? The law only applies to seats in use. It's under Insurance Code 11580.11 if you want to google it.
