where do you teather in a 99 VW Jetta?

The baby is rear facing on the passenger side in an RA, unteathered. Mom would like to teather to adjust the recline angle a bit, install is very solid without teather. Seat rails aren't a good location, and ideas?

I had an '03 Passat but the seats are the same as the Jetta. There is a bar that runs the width of the seat (from rail to rail) under the passenger seat. I tethered to that. I made sure all my passengers were aware not to move the seat forward or back but they could adjust the recline. It's not a non moving part but is okay to tether too as long as the seat is not moved.
