Yes it rear-faces till 20lbs - 55lbs same goes for forward-facing too and it's a booster seat from 33lbs - 55lbs. And yes, in NZ we can use Australian seats, American seats and European seats.
Re: the top harness slots, I think I have measured them incorrectly. I did get a measurement of over 17 inches for the top slot but then I guess it depends on who's measuring it and how they do it so it could very well be that tall. Like I said, every time I measured it I kept getting different measurements! lol
You only extend the foot/leg when you're hooking it in front of the vehicles seat, that's so they can have more leg room. But because there is little room in my vehicle it means there is no additional space so he can have some leg room, hence why there is no gap between the front of his car seat and the back of the vehicles seat so there would be no point extending the leg and you're not supposed to.
