I have a parent of one of my 2nd grade students who buckles her 3 month old in this way. My principal will not ALLOW me to say anything! It kills me everytime I see her.

WTH are people thinking! It's not like we're talking about wether or not you buckle your kid up when they sit in the high chair, IT'S A CAR, GOING 75 MPH, THEY CRASH INTO OTHER STUFF ALL THE TIME, PEOPLE DIE!!! OK, sorry, had to say that! I would be calling that parent anonymously if there is anyway you could. Or get your local police station to send her some info maybe, something!
