Wheelchair Van- Sideways

Does it have a seat belt to go with it? The anchors hold the wheelchair, but there should be a seat belt for the actual restraint of the passenger in the wheelchair.

Sideways isn't a great way for people to ride. The human body doesn't handle side impacts well (necks don't naturally bend far sideways, for example), and the few side crash tests I've seen were pretty catastrophic.

Ideally, the person in the wheelchair would be transferred to a regular restraint or seat with seatbelt. I realize that's not always possible in the real world, though.

Is it possible to have the van refitted for the chair to face forward? (I'm not too familiar with custom options like that, so I'm not sure how difficult or cost-prohibitive it would be.)
