Toddler chest clip issues/escaping

A friend of mine has asked me for suggestions on helping her keep her almost 2yo DS buckled up. He's FF in a Radian, and he keeps pushing down the chest clip, and wiggling an arm under the straps. Harness is correctly tightened.

I'm going to suggest distractions, discipline (though at his age, I'm not sure how much that'll help ), and buttoning a shirt over the harness.

I'm not comfortable with suggesting they put toilet paper rolls on the harness under the chest clip (or aftermarket strap covers).

Is there anything I'm missing? I think I've heard people say they buckle overalls over the harness, but I'm having trouble imagining exactly how that would work. Anyone have a picture of that? I'd love to be able to give her some more suggestions and BTDT ideas, but I personally don't have any.

I would call Diono and see if getting a set of the new padded/long harness covers is possible and ok to use on her seat. They position the chest clip and make it pretty tough to slide the chest clip out of place. She'd have to make sure the harness is fairly snug because the covers are padded, but I think it might be a viable solution, assuming Diono ok's it.
