I'm sure this varies by state. In some states, "classic" cars are exempt from many safety standards. This certainly varies with the age and type of the vehicle and if it is used to transport a child. For example, a child or adult seated in the front seat of a vehicle without a shoulder belt faces a significant risk of injury, both to the head from the proximity to the dash, but also to the lower abdomen from "seatbelt syndrome".

Regardless of the law, lap-only belts cannot safely restraint children in some types of child restraint systems. We would need to know the age and weight of the child and the type of child safety seat you intend to use in order to advise you if there are any options.
