This is just FYI for anyone interested -- the FAA is promoting a "new" website on child safety:
http://www.faa.gov/passengers/fly_children/
This actually something more like a "newly re-designed" site, as most or all of the information was already available, but it's nice to have everything in one spot.
There are short videos showing the installation of a forward-facing carseat and CARES. (I'm not sure why a rear-facing seat was not also included.)
The video is realistic inasmuch as it shows the parent actually getting her knee into the seat, pulling tight, and checking movement at the belt path -- in contrast to NHTSA's online videos about installing carseats, which give the (false and dangerous) impression that a few gentle tugs on the LATCH strap are sufficient.
The new site has a link to FAA InFO 11007 which makes it crystal-clear in the summary that an airline may not refuse the use of an approved CRS for anyone under 18, as long as the parent is present, a seat has been purchased, and the child is within the weight limits of the CRS.
