New child restraint laws?

I just got a message from a friend asking about our new booster law that went into effect on 12/26. The thing is, we don't have a new law, and haven't had a new one since July of 2008. But obviously he is getting the date from somewhere, and he's not the kind of person to pull something out of thin air.

I know California has a new law that goes into effect January 1, 2012. Who else has a new law? Feel free to discuss details of your new laws.

We have a new one going into effect 1/1. Previously, due to a wording technicality, children over 40 lbs had to be in a belt-positioning booster (regardless of age!). The new law allows children to remain in a harnessed car seat up to the highest weight limits allowed by the restraint.

A friend of mine in IL said that they will have a new law that all passengers in the back seat need to be buckled.
