2002 mercury mountaineer need outboard 2nd row behind driver lap and shoulder belt and middle second row lap belt only. where can i buy them from?

Ford is Mercury's parent brand and Mercury is a discontinued vehicle brand so you might not have a Mercury dealership in your area anymore or otherwise I'd suggest checking with a Mercury dealership for starters. Your Mercury Mountaineer is equivalent to a Ford Explorer so there presumably should be compatible Ford parts available. I recommend getting written quotes/estimates from a Ford dealership and from a collision repair/body shop which should have the capability to replace seatbelts, and go with whichever estimate best suits your budget.
