I thought the Dreamway's tallest belt guide position was at 21"?

This is not an expensive seat when it is "just" the Nania instead of being dressed up in Ferrari clothes. In fact, I am pretty sure this is one of the boosters that is given away at check events.

I live in the UK and those seats are usually 18-19 inches over here and that looks exactly the same as here but I could be wrong lol

It says 21". I was just thinking since I have low seat backs in my van, I'd like to have a spare high back or two for my nieces that don't fall apart when I pick them up. I wonder if they need head support behind them?

We have used them in our program. They are fine for an inexpensive seat. There is no EPP or EPS foam and the shoulder belt guide is harder to thread than on a Big Kid HBB for example.
