Mom with baby on school bus

I just learned that my friend got kicked off a school bus because she had her baby in a Moby instead of a car seat. There are no seat belts - so she can't strap the sea tin anyway. She supervises a group of kids being transported on the bus. What is the recommendation for such a situation?

If she is authorized to ride the bus and authorized to transport her child with her, it would be appropriate for the school district to pay to retrofit a seat with belts (some buses are already set up with anchors where lap belts can be easily retrofitted, some they would have to take out and replace an entire bench seat; depends on the structure of the bus) on which she could install her child's car seat. Of course she should seek assurances that this is being done properly, as some SDs have been known to just run a lap belt under the seat when retrofitting, which is not really structurally sound... (Rather, whomever they contract the work to.)

Because school bus occupants are protected by compartmentalization, the driver/SD/whomever makes the rules is correct that a baby in a wrap is in a dangerous situation. Baby could be crushed between mom and seat in front in case of an impact.
