Latch limits

I know this has been talked about quite a bit, but I can't find it right now.

We have an '08 Jeep Liberty and an '04 Saturn Ion. DD1 is RFing in a radian RXT. At what weight do I need to switch to a seatbelt install?

Is it the same for a '12 or '13 Expedition?

I don't know if either of those brands went retroactive but a general rule of thumb is weight of seat + weight of child = 65 lbs.

I'm thinking they both went retroactive.

So the RXT weighs roughly 27lbs? Is that correct?
