info on school buses and booster laws?

My kindergardener's after school program is going to take a field trip. They will be going in a van that has shoulder belts on the ends and lap only in the middle. I asked if I could bring DD's high back booster- she said yes. then we started talking and she was saying that she needed to find out what the law was about boostering the kids. I said it was ok without a seat in the large bus, but not the van. She looked at me like she did not believe and said how they don't even have seat belts. (btw-she is nice)

So I know I've seen here that school buses are 8x safer- can you link me to that info so I can share it with her. Also info on what she needs to be doing on the van. I live in Virginia.



Here is the text to the virginia carseat law:

It appears that the only exemptions to the law are:
E. Nothing in this section shall apply to taxicabs, school buses, executive sedans, or limousines.
It doesn't appear to give an exemption to commercial vans so the daycare would need to follow the laws of the state.

As far as real school buses, here are some quotes from a study done on bus safety
"It's six to eight times safer than riding to school with their momma in a car," said Dan Turner, a retired University of Alabama professor who led the study.
