How to approach other DC mom

My son goes to a small in home daycare. Today when one mom was dropping off her 13 month old, she brought in the car seat because grandma was picking up tonight. The seat was a High back booster/ harness seat, I think it's a Cosco.

So, the 13 month old is obviously FF which makes me sad and that seat just seems so inappropriate for her age and size.

I am going to talk to my friend (who runs the daycare) and see if she thinks the other mama would be receptive. What should I say to the other mama? I'll give her a flyer (I think I have the NHTSA one already)., but what else?

Is the child 34" and 22#? Those are the requirements of the seat. Also, if it was made before May of '11 there was recent testing done where the seat cracked in a crash. Those are some good starting points. A "did you know" kind of thing. You can say you have the same seat and just found out or something.

Probably meets the 22# but is definitely not 34". The "personal story" route might be a good one. Thanks.
