Ok so here's the question. I'm the admin for our state's carseat program. I had another tech, who works in a maternity unit call in with this question, and while I *think* it's ok, I wanted more input on it.

She had 2 Dorel seats that have gone out recently, on which the straps, instead of resting on the hips, rested on the infant's thighs. Both infants were weight & lenght appropriate for the seats and Dorel did not provide a satisfactory answer. Is this ok?

Yup, it's perfectly fine. In fact, for an infant who is rear facing, the lap straps work to help hold the child down, not so much back. During a frontal crash, the child will try to ramp up the back of the carseat. The harness holds the child down and in the carseat. The lap straps on the thighs, together with the shoulder straps, accomplish this together.

Yes. In fact, I prefer it. The harness points are supposed to be at the strongest point of the body, not the weakest. I'm slightly suspect of seats that have the hip straps coming out at the abdomen. I prefer to see them by the pelvis or femurs.
