Help! Need to buy seat ASAP

I have a relative- Kid is 4 years old (turn 5 in Oct.) is 29-31 lbs on any given day (weight varies) and is about 32-33 inches tall? She is very petite. She has outgrown the cheap Cosco seat ($40 one that makes a very bad booster) by her shoulders meeting the top slot. I think her shoulders are a little over now depending on how she sits. I tried her in her sister's booster (evenflo high-back one and the harmony backless) and her knees are no where close to bending at the edge. I don't think she is mature enough for one too.

I need cheap options for car seats with harnesses because I finally saved up enough. Cost is a huge factor in the seat. And how much would it cost to get the cheapest harness seat? I know lock offs would be more expensive, but what is the cheapest built in lock off option too? Just want to know options out there.

The car is an acura and the other car is a lexus which both have leather seats and they always install with seat belt.

I also know that the kid's mom is more likely to use the seat longer if kid can buckle and unbuckle easily.

I am also sorry if I posted in the wrong spot. Not sure how to navigate here.

The Evenflo Titan65 is about $70 at Burlington Coat Factory. It will last a long time.

If she is not consistently 30#, she cannot be in a booster at all. I'm glad you're getting her another harnessed seat.

Evenflo maestro, harmony defender, and graco nautilus are a few other options(the defender and nautilus are a bit more expensive at $100 and $150 respectively but will be the last seat she needs). The new style evenflo chase would be another option, it only harnesses to 40# but is quite a bit taller than the cosco seat she is in now.
