Does this means that I can get it completely under the fosset? Including the harness part of the buckle?

Yes, you can rinse the entire buckle, including webbing or you can soak just the buckle. However, since you can not use any soaps, I would call Diono and get a new crotch buckle as you'll never be able to get the poop off the buckle without soap.

Right above the buckle instruction, they say the harness can be washed with mild soap, so the strap can be wiped quite a bit with diluted laundry detergent or dish detergent, but don't get ANY soap in the buckle mechanism, and make sure to get the whole thing dry as fast as possible (don't let the strap soak at all).
I'd probably order a new one, the longer one, it's a lot easier to buckle as they get older and you won't be worried about it in case there's residual funk down deep :p

Got it this clean, do I still need to replace it? I cleaned with baby wipes and a lot of patience

While I cloth diaper and deal with poop on a daily basis, I'm not sure what I would do. The ick factor of the possibility of not getting all the feces off the buckle or webbing would probably have me personally leaning to replace. But if you feel you got it all, then replacement may not be necessary.

Looks like breastfed baby poop? If so I'm not as icked out by it than if it's preschooler diarrhea or something worse.

It's was a breastfed 20 month old toddler who eats a lot more than breast milk!!! And the smell was really powerful I can't smell it anymore! And this doesn't happen with cloth!!! This happen when I cheat and got a pack of luvs apparently on the wrong size!
