My DD is 18 months and she is in 95th percentile. She is using SureRide as a spared one on my car. According to manual, the lower three slots are for RF. The top three slots for FF only. Right now she is well pass the last slot of RF. Just half of an inch lower from the bottom slot of FF. Can I use the bottom slot of the top three for RF? She seems uncomfortable with highest slot of RF. Not sure if I can keep her on same slot till 4 YR old.

If she is in the 95% she will likely surpass 40" long before 4 years old. I'm not sure why Evenflo put those restrictions on the slots, but you need to follow them. You can try contacting Evenflo and see what they say. If you want to continue rear-facing till 4 years, you may want to look into getting a different seat.
The top 2 slots are for forward facing only. The 3rd from the top can be for forward facing or rear facing, but not until her shoulders are even with the slot for rear facing.
Oh, unless you're in Canada. Is that the case?

You're right. I was misread that slot only for FF only. Now, at least, I can get some use out of it.
