deciphering graco date stamp

Lets say, the date stamp says: 102803 It's on the bottom of a turbobooster with no "do not use after" date. What's the dom?

My instinct would say 28th of oct 2003. Especially since there is no "do not use" stamp.

My latest one was from 2007 and it also had no expiration date. The seat gave me pause because it was amazingly clean and it was just a backless. Usually the butt pad gets dirty and scuffed after 6 years, but this one was pristine-ly clean.
