Cosco 3 point harness seats

So I was at our local ALCO today and as I was browsing the baby section I saw a seat that looked ancient, no box with it, no manual and the white was turning yellow. It was a Cosco 3 point harness with fabric that looked like I would have used 15 yrs ago with my baby dolls(I'm only 21). So I assumed it was expired and took it to the register to ask, the cashier knew nothing so called her manager, the manager looked at me like I was stupid and asked "What do you mean expired? It's a car seat"(like maybe she didn't know they expire), so the manager was very snotty and said she would talk to her superior about it and that was that, i left.

I was just wondering if anyone knew when the last time Cosco made these seats was? and if it is legal in the US to sell seats without manuals?

By the way, they were asking $40 for the seat

A 3 point infant bucket or convertible seat? Did it have an over the head shield? A large triangle shaped piece that would be over baby's tummy/chest when buckled?

What is Alco? A retail store? Consignment? Second hand?

Would you be willing to go back and see if it is still there and take a photo?

Alco is a retail store, I have only seen them in very small towns.

I've never seen a good car seat selection at Alco but I've never seen anything that didn't look new.
