What’s the best car seat for a 12 year old boy who’s height is 4 foot 11, and weighs 78 pounds?

In most vehicles, a child this size may still need a backless booster. The Graco RightGuide and Diono Solana are often good choices at this age and size.
If the child passes the 5-step Test in a vehicle, they don't need a booster in that seating position:

In either case, make sure the child has a shoulder belt and vehicle support to the top of their ears in any seating position they ride in.
If the child has physical or neurodevelopmental differences or disabilities that mean they can't sit properly, there are special needs options available. But a typical 12 year old will do great in a backless booster if needed or the adult seatbelt once it fits.
