car seat base lifting up at the front

i just installed my car seat base. it doesn't move left to right or up or down where the seat belt goes through the base at the back. however, at the front of the base, the base is able to lift up. Is this normal for the base to be able to lift off the seat at the front like that. It just doesn't seem right.

Front=part of base closest to the front seat
back=part of base closest to the trunk

I'm assuming you're talking about an infant seat base? Yes, it's normal for it to lift toward the front of the car. You only check for movement at the belt path for any carseat you're using.
