Booster on school bus with lap belt only

Is this safe? My son has been riding the special needs bus all year (a "short" school bus, not a van), but recently they've been putting him in a backless booster. He definitely fits the seat belt better with the booster (he's very small and slim even for a kindergartener) but I saw a comment elsewhere that seemed to imply that using a booster without a shoulder belt is worse than sitting in just the lap belt without a booster. Is that right?

No, definitely not safe. First off, no, you can't use a booster with a lap only belt. Second, because of the way boosters change the rotation of the body and the short space between seats on buses, boosters shouldn't be used in buses even with a shoulder belt.
It's likely he needs an add on harness if he doesn't fit the belt and sit properly in it. Contact your transportation department right away.
