3 point harness??

My local store (Alco) was selling a three point harness infant carseat. The Cosco Juvenile... They were selling them for $20. I didn't realize that these things were legal? Here's the seat:

IMO, even worse than the fact that it's a 3 point is how far out the buckle is. I can't imagine any little baby legs actually staying on the outsides of that buckle, or that the straps could ever be tight enough with that much room between the crotch and the buckle. :thumbsdown:
