Which seats to recommend?

My STBX is a caregiver for a friend and her 7 year old little girl, L. They are not sure on a diagnosis for L, she is severely disabled - mentally she is about 2-3 years old. She's between 40-45 lbs. Not sure on height (STBX will get me a torso height tomorrow), she is pretty short. At least a foot shorter than Al who is 48".

Right now L is harnessed in a older rear adjust CarGo. I told M that this seat was outgrown and I recommended that she ask the DHS, L's doctor or her tribe to help her as she could not afford a new seat at this time. She said that no one would help her, and there was no point. She said her DD was just fine in a backless. So, I just gave up at that point.

STBX has been listening to me for awhile on seats. He took it into his own hands as the caregiver and talked to the worker himself. Now M is completely on board with it. DHS thought it was a good idea, so now I need to give some recommendations!

I think something like the Regent would be overkill at this point because she is so small. Also it might be difficult to install properly. M is physically disabled and would have to have someone else install the seat for her. She doesn't leave the seat installed in the vehicle, so it really has to be easy to install.

M drives a early '90s Oldsmobile SUV. I'm doubting it has locking belts, so I'm wondering if something with lock offs would be beneficial as I don't think that it would be installed properly every time with a locking clip.

I was thinking the Nautilus or the new Evenflo Generations 65, anything I'm missing? Maybe a convertible to give more support? No headrests, so the Apex 65 is out. I want the list to be maybe 3-4 seats so that I don't overwhelm them.

She has services, at Doerbeckers, or something, right? She can get a seat through them. The dr writes a letter, with a CPST, and walla, a seat! That is how Tyler got his Roosevelt.
