Question TF headrest

There is a height requirement. There's a line an inch or so from the top of the short shell. So a long and thin 17 pounder must have the headrest on at that point.

I don't know why otherwise. My guess is something about ramping up and rotation? I have zero clue, though.

I would like to add to the question:

Why can't a child who is BELOW the red line (by a ways) that weights more than 22 lbs have to have the headrest? Did it fail at a higher weight or did TFY just not test it any higher because they thought no one would RF after that point anyway if the child were over a year old? If it passed with the headrest at 35 it should have passed without. OR was it because the 35 lb dummy's head was over the red line so they couldn't/wouldn't test it over 22 lbs?

(not that I think anyone here can answer this, just putting it out there)

Like I said, I suspect the weight requirement has to do with rotational forces and ramping up. Maybe the 22 pound child tips the seat too much, and unless they're wider than they are long they will go over the top. I don't know. Maybe it has to do with the height of the various dummies. I can't keep the dummy weight and heights in my mind, so I can't comment specifically on that.
