Where can I find an inexpensive balance bike?

I checked our local CL, it seems the idea has not yet caught on around here. I already have a regular bike for A but she's terrified to try riding it and it's too big to really use as a balance bike. I'd like to get her one but the cheapest I can find on amazon is like $63 and I just don't have that. Any idea where I could get an inexpensive one?

That would give her several years of riding.

Can you buy a cheap 12 inch or 16 inch bike (not sure how old she is) and take off the pedals? I couldnt afford a balance bike either but I wanted one so I got a $5 trike (the kind that is a bike with training wheels you can take off). It didn't have training wheels anymore, and the pedals were attached to the front tire so no chain. I had dh cut them off and then we super glued rubber caps over the exposed metal so it wont cut the girls. It works so well!
I want to get a REAL balance bike someday but it's just not in the cards for a while.
