What are the hooks for on the back of the regent cover? I took it apart to wash and i forget what it clips to.

Pull the little elastic bands through the slot in the shell that the hip straps go through, then pass the elastic band through the metal ring that is on the end of the hip straps and wrap it around the outside of the shell until it connects with the little hooks.
If the hooks and elastic are not hooked correctly you will have problems with the metal end of the hip straps sliding out of place while you install and slack can get trapped under the seat.
