questions about the new complete air car seat

Does the manual explain the height guidelines better?? I am wondering why they are so specific in explaining the seat that they list the height so specifically. 19"-40" for Rear facing and 34"-45" for FF. It makes me wonder if it will effect the protection of the child if I were to use the 1" above the head guideline as with other seats. If I am explaining my question the right way.

Here's the link. If you can use the restraint to the top of the shell, why are they stating a lower height guide than say a Radian?? I am confused and wondered if the manual made better sense.
