Seat belts on school busses LESS safe

I read a report the other day that a lap belt in a school bus was less safe than no seat belt at all, but I can't remember where I read it. I would like to print a copy of this for my boss, does anyone know where I can find it? Thanks.

I know in my bus class we were told that a lot of the seat belt retrofits in school buses were done incorrectly, and that would make them less safe many times. Is that what you were thinking about?
